Seventeen years after California voters legalized medical marijuana, and the state still hasn’t set up basic regulations for the industry now valued at – nearly two billion dollars.

California Governor Jerry Brown remains aloof, but reportedly told Mexican President Nieto that he thinks Cali voters will legalize weed by 2016.
